The man who drives the golf cart back and forth to the cruise parking area just told us Uber is not allowed to drop people off at the luggage area. When we sailed in May they did. One advantage to Uber that we've found is that it's a fixed rate so if there's a line backed up going into the port, the meter isn't increasing the fare as in a taxi.
