Did they always charge a 20% gratuity on the Coffee Card?

It has been a while and I just noticed that they are charging a 20% gratuity for the coffee card on an upcoming sailing.  

 

Is this new?

 

I don't remember being charged the gratuity before when I purchased the card however that may just be my memory.

 

I am not trying to start a discussion about the value of the card, that has been discussed many, many times before.  It makes sense for me but probably not a lot of other people.

In recent times, many years, they have always charged the going gratuity rate on card purchases.

Is 20% a new rate? Isn’t food and drink normally 18% with RC?
