Drink package

I'm new to Carnival, I need to know if 3 people in the room and only 2 people want drink package can we do that? I usually go on Royal and everyone need to get the drink package. Thank you in advance  for your help.

Everyone in the room 21 and older must get Cheers or no one can.

Only if one of them is under 21, otherwise everyone needs to get it.

If you are talking Deluxe Drink Package on Royal (alcohol), not everyone needs to get it. You can call and get Refreshment Package for other person.

Call and talk to them. I have heard instances where they have made an exception.

They do not.  People do lie about getting exceptions, though.
