Question Regarding Elite Benefits

I'm sure this has been asked before.  regarding elite benefits excursion 10% discount.  How and when do you see this discount?  Signed up for an excursion and was charged full listed price.  Is this normal?    Also, how does the 10% on board purchase discount work.  Do you actually get the discount at time of purchase?  Or do they give you discount some other way (OBC) so you have to spend more on board.

Excursion discount is provided as refundable OBC once on board.

Shops on board discount is provided at the time of purchase. Discount does not apply to reduced price items.
