Waitangi Treaty Grounds - Not by Cruiseline Shore Excursion

We will be on the Royal Princess with a stop in Bay of Islands in November.  Is it possible to experience the Waitangi Treaty Grounds on your own?  Are there taxis, Ubers, shuttles to get there? Any suggestions are greatly appreciated.

I believe the treaty grounds are within walking distance of where the ship will tender in (someone can correct me if I'm wrong)

You can explore the treaty grounds on your own, but there is a charge fto enter the grounds.

I'm doing exactly this when I'm on the Royal Princess on December. Just last week I emailed the Waitangi Treaty Grounds and they told me that it's about a 5-10 minute stroll to the grounds from where we tender in. You pay an entry fee of NZD$70pp and you get a tour and a cultural performance. Have a read through the link posted above.

We did this exact same thing last year. Booked our own tickets online - from memory I think you choose a time. 
Walked to Treaty Grounds. 
Did the tour & show. 
Was very easy.

Then if you want to see more of the area there are free shuttle buses between the wharf and Paihia township. There is a lovely new bar/restaurant on the Paihia wharf if you want a light meal.

What happens if you can't tender in at Bay of Islands due to weather and you've pre booked? Will they refund?

From the confirmation I received:

 

In the unlikely event that a booked experience is cancelled due to unforeseen circumstances,such as not tendering,  Waitangi Treaty Grounds will refund the paid amount in full.
