Bus tour in Skagway ?

Are there any bus tours in Skagway (not excursions) which take you to different places ? Sort of like public transportation. Or is it better to rent a car to see the highlights in and around Skagway ? In that case do I need to pre book the rental car right now or can I wait till I reach Skagway On Sept. 8th ?

You don't need a car to see Skagway- it's only 4x20+++ blocks. And YES you do need to reserve now if you want a car- Avis is the only major, with 2 independents. There likely will be no availabity day of arrival. But the bonus is the drive to Emerald Lake and return- 150 miles round trip- not for downtown touring.
