Now if they bring the fuel surcharge back will it allpy to all bookings even if it is already paid in full?

It specifically says they can.

RCL says if its over $65 on a particular date, just one date, but a lower price. Carnival says if it goes over $70 (even once), they can add it back up to $9 pp per day.

I interpret the current policy to mean this -- that if the price goes back up and stays back up, then they will reinstitute SOME sort of fuel surcharge policy. Note that even when the price of oil was over $140/bbl that they were only charging the 1st 2 passengers in room the $9/day surcharge. 3rd & 4th passengers were $4/day. (According to the text ALL passengers could get the $9 surcharge, which would seem quite unjustified for a rise to say $75-80/bbl.) And note that the surcharge went up slowly, as the price of oil rose, I believe at the beginning, when oil was probably below $100/bbl, it was $4 per passenger per day (don't know about the 3rd/4th passengers at that point).

Just as the surcharge was a little slow getting put on last time, and a little slow to come off, I suspect that if the price of oil goes above $70 Carnival will wait and see, and make sure that it is up there to stay, before reinstating it. None of the cruiselines is going to want to be the first tacking on for fuel at this point.

And you can take this to the bank!

The fuel surcharge will be added to all reservations both under deposit and fully paid. If the price of oil is $70 or more even one day then the time frame starts over which happened last year and a lot of people were upset but that is the rule.

Here is the official Carnival statement:

FUEL SUPPLEMENT SUSPENSION

December 4, 2008

As fuel prices continue to decline, Carnival has announced that it will suspend the fuel supplement for all voyages departing on or after December 17, 2008.

Effective December 4, 2008, for all new bookings on cruises departing on or after December 17, 2008, the fuel supplement will not be charged.

For all existing bookings made prior to December 4, 2008 for cruises departing on or after December 17, 2008, the fuel supplement will be refunded. The refund of the fuel supplement will be made in the form of a shipboard credit for all bookings within the final payment period. All bookings outside of the final payment period will be adjusted to remove the fuel supplement and guests will be provided with a revised final payment amount.

Carnival reserves the right to re-instate the fuel supplement for all guests at up to $9 per person per day should the price of light sweet crude oil according to the NYMEX (New York Mercantile Exchange Index) increase above $70 per barrel.

We are hopeful that fuel prices have stabilized and will remain at a more rational level. The suspension of the fuel supplement will make our cruise vacations even more affordable and enhance the value of a Carnival cruise. In this tough economic environment, we are pleased to be able to offer our guests a great cruise vacation at an even more affordable price.

It says UP to $9 pp, doesn't say everyone including passengers 3,4 etc will be $9 pp. $9 will be the max.

It says pp, so I would assume that meant 3rd and 4th people too. We have 3 people in our cabin, so I am really hoping the fuel surcharge does not get added back for our next cruise. It would be an extra $189 for the 3 of us if it was $9 per day.

When we booked last year it was only on the 1st and 2nd passenger for our cruise last Oct.

For now at least, the price of Crude remains at sane levels.

For a forecast, looking a few months ahead, see the graph at

Judging from that graph

it doesn't look like Fuel Surcharges will be returning any time soon

but you never know, in this crazy world!
