I have no idea if you would be flagged or even what that would constitute. Real world experience, however, I can say having not ever paid auto-gratuity, Royal gladly accepts my cruise bookings time and time again.

By the way, you obviously don't understand the math if you consider the $20 anything but incredibly generous. No one claimed to tip only the $20, but to show a 1600X increase in daily salary of one person by simply not participating in a silly scheme

Yeah, very few places in TX where you can just line up. Most places require an appointment; however it’s not unheard of to wait 3 months or more for an appointment.
I just looked through my annual travel insurance policy, there is not a single mention of the word passport in the entire policy, with the exception of one clause about emergency passport replacement in the case my passport is lost or stolen.
