Assuming you are British (?), just because you are 'British' does not mean you qualify for the 651. 651 excludes : a British National Overseas, British Dependent Territories Citizen, British Overseas Citizen, British Protected Person or British Subject passport. (Or if you have been naughty and spent some time in hm prison.)
