Use of Tips to make up minimum salary- illegal

As from today, October 1st 2009, new laws have come into force which make it illegal for bars, restaurants and hotels to use tips or service charges to make up a minimum salary.

Will this effect the British Cruise ships, or will P&O be considered under US Law as they are part of Carnival : ( Sterling is the on Board Currency)

 

I suspect that it will put up the cost of Cruising.

Carnival plc is a company incorporated in England under registered number 04039524 with its registered office address at Carnival House, 5 Gainsford Street, London, SE1 2NE. (from P&O website). The ships are registered in Hamilton, Bermuda.

I understood from a member of staff on our last cruise that non nationals are not subject to UK or EC law in relation to tax and earnings, and therefore do not pay any taxes on earnings to the HM teasury. Only those with a UK passport have to declare their earnings and they have to pay tax at basic rate, then claim it all back. Very complicated!
