Maginley did say some changes had been put into place in an effort to address what the minister said were problems with “rogue” taxi drivers.

“We have put into place a number of practices to advise passengers on what to look for,” Maginley said.

He said tourists are urged to take “authorized” taxis, adding that “we want to do some sensitivity training with the police.” In addition, he said, the cruise lines also provide travelers with guidelines for arranging taxi trips at ports of call.

...

I'm not to up to par with the “ Maginley" ,how can we as tourist tell authorized from unauthorized

Let me get this straight :D ,Cruiselines should, also provide travelers with guidelines for arranging taxi trips at ports of call.

Perhaps Maginley can stand on the taxi corner and hold up a sign, Authorized” taxis here ?

BULL “ Maginley".:D

Most of us have been there and done that.

Maginley “we want to do some sensitivity training with the police.”

Do you think :D ?

All they have to do is give legitimate taxis a special license place. Of course, this forces everyone to be in the taxi union and eliminates competition. The rogue taxi drivers undercutting a taxi monopoly can help keep prices down. Otherwise, you have Cozumel.

As for Carnival doing anything, it isn't their problem. They will tell you to take a ship tour, which is their business.
