Yes, but depending on your itinerary it might have limited hours. On my last cruise leaving from San Juan, they didn't open until 9:00pm due to waiting for muster drill to end which took place between first and second seating.

The Crown Grill was open on the first day (embarkation day) of our cruise last August (Crown Princess). In fact, there was such chaos around the dining rooms that my niece and I blew off the dining rooms and walked straight into the Crown Grill and had a marvelous dinner! During our 12-day cruise, I never saw a crowd in the Crown Grill; I don't believe it was ever necessary to make reservations to get a table, but this could vary from ship to ship (and cruise to cruise). Terrific meal!
