The 17 year old will not be allowed to cruise alone with the 18 year old. But, Disney is hardly a ship for teens alone, Cunard is very expensive and not geared towards anyone under 30, and Crystal is the most expensive of them all, with most of their cruises starting at over $3,500 per person, and they do not have anything for teens---no club, no drinking or gambling at all.
