Passport renewal

I know that both parents have to sign the original application of a child's passport but do they both have to sign for a renewal? Dad is seldom around so this might be difficult.

Not only do they both have to sign, both parents have to appear with the child if the child is under the age of 16, just like applying for the original passport.

 

If you can't get the other parent's permission or can't find them, or they won't come in, you can get a court order, or file form DS-3053.

Is the scenario different if the child is 16 and above?
