I don't know I admit, just curious why you think it's not going fleetwide. I would think Carnival plans this since it must be a moneymaker. By convincing them that Cheers will make them more money than the traditional pay by the drink method. To that end, convince your follow cruises not to have many drinks when they buy Cheers. Or, alternately, convince the Cheers buyers to spend a lot more money in the shops and the casino. Either one would increase your chances. FTTF is pure profit and is being rolled out at lightning speed. We also have no idea if it is causing more headaches for security (I know, I know people on cruise critic would never over indulge). For me, I like knowing what the bar bill is before I cruise, and the fact that since I have 15 drinks a day, I can try things I wouldn't normally buy because I was afraid I wouldn't like it! Agreed, and the more people that figure out a way to share the program with others the less they will make (and again more headaches for the crew from an enforcement standpoint).
