In this case it doesn't matter because they are the same time, but the decision to change to local time or remain on the time of the embarkation port is up to the management of each vessel. I was on a Royal Caribbean ship recently that changed from ship's time (time of embarkation port of Fort Lauderdale) to local time in Cozumel, Mexico. There was an announcement the night before plus a paper in our stateroom advising us to turn our clocks back an hour before we arrived in Cozumel.
