RC Guest Ticket Booklet - Embarkation Time Assigned?

The Guest Ticket booklet that I received has the Check-In time as 11:00 am to 2:30 pm. However, it also has the following "recommendation" - They offer a check in time for each deck to "better enhance the check in and boarding experience"

 

The check in time for my Deck is 1:30 pm. However, I am staying right down the street from the port and would like to embark as early as possible. Is this time strictly enforced or can I actually check in at any time between 11 and 2:30? :confused:
