New Corkage Fee Tip?

We had brought a special bottle of champagne and fully expected to pay the $12 corkage fee. We thought that included the tip. What we didn't expect was an additional 15% added on top of that making the fee $13.80. We didn't bother asking about it and just paid it but is this something new?

They did it to me last summer in Portofino's. It seems rather absurd to me. After all, isn't the CORKAGE FEE a SERVICE FEE? How do you charge a service fee on a service fee?
