canned or fountain soda in diamond lounge?

It depend if the Diamond Lounge is in a private room set up as a Diamond Lounge, where all I've seen are cans or, 2-liter bottles of soda. If the Diamond Lounge is set up like The Explorer, off the Viking Crown lounge in the sports bar, you can get the soda from the soda guns, or, if you prefer from the can, just ask. If you don't ask for the can, you will get the watered down, syrup mixture from the soda gun.

Can you get a canned soda "to go"? Or does everything have to be consumed in the lounge?

They would like you to consume drinks in the lounge, however since the advent of the drink coupons, they appear not to care as much.

To be polite, you might want to ask the concierge. However, I have noticed on recent cruises that it is more accepted to leave the lounge with a drink.
