We have found that they often open the cabins earlier than the letter but not always. As has been said, it depends on how quick they can get it done. That said, those rules are most enforced for Florida embarkations. Elsewhere in the World, Oceania recognizes that a large number of passengers are arriving at the port after a long, tiring flight, and passengers are usually permitted to board the ship as they arrive. Why would they give you a letter on board telling you what time to board. You are already on board!! We have always received a letter along with our World Card, etc telling us the hours of the Terrace Cafe and the approximate time various cabin levels would be available. At Check In you are given a letter from the GM telling you when your cabin will be ready - or in the case of (at least) Owners, Vista and Oceania suites that is IS ready! - and then you board and have lunch.
