Ships can reach their capacity and still have cabins that can hold more guests than booked. Ships have far more berths than the legal capacity of the ship which means that many of the cabins that can accommodate 3 or 4 guest sail with only 2 guests (or even only one). I would think a free upgrade is a long shot, but of course you never know. We are on a six night cruise and the upsell amount was $99 Per person, to give you an idea of pricing. And just FYI, there are quite a few mini suites on the Coral that have fully uncovered balconies if that matters to you. No one has told you the obvious, which is that the extra bed is a bunk that comes out of the ceiling and so you won't even know it's there. The ship could be at 3rd/4th capacity long before they would ever need your extra berth cabin. All berths and all cabins will not be completely filled on any cruise.
