No, you will not be charged 18% of UBP on 2016 cruises.

 

Whether you will be charged 18% on individual orders is not known yet.

Will this not depend on when you bought or were given the UDP? If before the all inclusive policy my guess is that you will pay it. After the all inclusive policy was announced were cruise prices increased? If so you would have a benefit possibly.
