Can 1 person have/pay for 2 cabins?

Herein lies the problem. People read about situations like this where a family has a suite with a connecting other non-suite room or another non-suite room close by that were extended the suite benefits to all… Then they do the same and that concierge does not extend those benefits and the people are mad. NCL is certainly entitled to make the rules however they wish but I wish they were consistent.
