So, for example, if a cruise might otherwise price it's Oceanview cabins at $699 for obstructed all the way up to $899 for the most desirable ones, during a "free uograde" sale, they might all be priced at $699. This way you get the better (upgraded) cabin for the price of the lesser cabin. This is why they refer to it as "within your category". Sometimes they will run a sale where you get a free upgrade to a Balcony at which time the lowest category Balcony cabins will be the same price as the highest Oceanview cabins.
