Splash Golf on the Epic

I know that it's in the little kids area, but Mitsugirly reported it was never open with water running on her recent Epic cruise. I looked it up and it turns out this is a brand new game designed for the Epic. It has special larger than normal golf balls so the water can push the balls around. If you read about it, it says it is for adults and kids (not that I want to play it):

But, of course, where would the little kids go to splash in water if people are only allowed to play Splash Golf there? Or were they allowing kids to splash in the water while others were trying to play the game? If so, how would that work? So what I'm wondering is if this Splash Golf concept has been a failure - a badly thought out concept that was causing conflict where people were trying to use it to play Splash Golf and little kids were trying to use it to play in the water or if it is broken or if they don't have enough of the special balls - basically, I'm wondering why the water was never running in that area on Mitsugirly's entire cruise?
