Every passenger gets one because it is scanned when they get off/on ship at ports to keep track of passengers. At ports it is also needed to get through port security to get to the ship. Port security wants to verity the name on the ship key card is the same as your license/passport. Without an id to verity the name, you may not be allowed to enter the terminal/gangway area. You just need your key card. HOWEVER in some ports you need your photo id to show to port authority security so you can get to the ship. The port security officers do not have access to the ship photo scans and the security folks are responsible that only passengers are allowed access to the ship.
