You can't do it directly. You can get a cash advance for a 3% fee at the front desk or casino, or you can use the "slot machine method". Charge money to your on-board account in a slot machine, play at least a few spins, then cash out. Then take your key card to the cage and cash out there.

Since we play a small amount in the casino anyway, it is easy for us. When we sit down on a machine we request $50 - 100 to be put on the machine. We play our normal amount and then at the end of the day we go to the cashier and "cash out" our account.

 

Now, you should know that technically HAL does not allow most OBC (it depends on the source of the OBC) to be used for casino play. However, I have yet to see (or hear of) them enforcing this.
