Best time in what sense?

You will be required to be on board 90 minutes prior to scheduled sail away. Boarding will start around 11:30. So that is a 3 hour window. There is usually a good number of people eager to get on board when boarding begins.

By the way, for all the HAL info you will ever need, the HAL forum here on Cruise Critic:

CruiserBruice is correct with the time windows. I would only add that we always arrive as early as possible. The embarkation day is considered day one and lunch is always served on board, so why not board early, relax, have lunch, do some exploring, and enjoy the ship before departure. No reason to wait to start enjoying your cruise!
