What is the reason about this and is this for everything or only alcohol?

You are correct Cheers doesn't work in ports. Or are you asking about Carnival private islands, which I believe is also no.

it does not work in port and it does not work in half moon cay. the cheers package only works when you are on the ship

Are you asking if it works on the ship while in port? It does.

The drink package only works ON the ship...unlike some other lines, where packages will work at the PRIVATE ISLANDS....no cruise line's drink package works in a port other than their private beaches/islands.

If you stay ON the ship while in port, the package will work.

It does work on the ship while it is docked or anchored in any Bahamas port, but once you leave the ship for land any beverage package is useless.

In Freeport and Port Lucaya none of the shops, restaurants, or bars accept your Sail-n-Sign card as payment.

In Nassau only the Balmoral resort ( when the excursion is booked through the cruise line) allows you to to purchase or rent certain things using your S&S cars but again the beverage programs do not cover any drinks, all soft or adult are pay as you go. None of the shops or bars in the greater Nassau area or on Paradise island (Atlantis) accept the S&S card for payment.

Half Moon Cay is a private island under lease by Holland America, which is part of the larger Carnival Corporation, the register system there is compatible with Carnival so just about everything is paid for by your S&S card, including drinks. But do bring cash as there is a very small craft market that does not accept anything else.

Princess Cays (a private island resort at the southern most tip of Eleuthera) right now is a new stop for Carnival ships, but again Princess Cruise lines is under the umbrella or Carnival Corporation, but it's a bit of an unknown as to if the computers and registers are compatible for Carnival's S&S cards. Carnival will start this port in June 2017 so before July there should be some chatter here on how things work.
