The taxis from the airport to downtown are fixed rate . Most cabs are small Prius that can take only 3 people with three bags . There are Van taxis (same price) that can take four with more bags.

Best can only be determined by you. Cost/speed/convenience/luxury, all factors everyone has a different take on.

 

The fixed rate cabs referred to above are (all prices in CAD) $31 to almost all downtown hotels, $35 for hotels right next to the pier (Pan Pacific, Fairmonts Waterfront & Pac Rim), $37 right next to Stanley Park (Westin Bayshore, Sylvia).

 

Limos also operate on zones - there's a walkup queue for the Aerocar franchise, with prices starting roughly double the taxi rate incl tax (towncar/small SUV, 3 + big bags or 4 if you're traveling light) and then going up for a large SUV/small limo that seats up to 6 and up again for a stretch that seats 8-10.

 

SkyTrain is $9pp or less - if you're a senior or kid traveling offpeak as low as $6.75pp. Faster than cabs or limos if your hotel is within a few blocks of a Canada Line station, which many are.
