There is the Lap Pool just outside The Sanctuary and down a few steps. The Lap Pool is open to everyone. You can see this on the deck plans.

The Sea Princess and Sun Princess have a shallow pool in the Sanctuary that you can sit in. It used to be a children's splash pool.

Technically yes - I have seen an apparatus of some sort that allows people to be lowered into the pool. I have never seen it used in person used but it is obvious what it is used for. I would suggest asking once you get onboard. Though - this was in the main pool area.
