They would have to move the fence nearly to the water line to keep it far enough so people won't get blown away. And where will the road go if it's moved that far? There isn't that much room there.

 

A better solution would be to replace the fence with one that doesn't have places to grab onto, such as a taller one with a finer mesh. The people who try this are counting on their grip through the openings of the fence to hold them in place.

That would be even better. Most large airports that have public roads along the ends have these. Would be a good solution.
