At the end of the cruise if there is any left over after paying your on board expenses you get it back, but taking it out during the cruise is the problem. It is not clear where the OP lives so you cannot assume they will be purchasing "dollar for dollar". Depending on the exchange rate offered, it can be very beneficial to pre-purchase OBC but, now, it cannot be used to withdraw cash for port spending. It can be used to settle standard gratuities and additional tips if you do these through your on board account. At the end of the cruise, you can withdraw any remaining OBC in US$ cash or refunded to your credit card registered at embarkation. If you wish to use your pre-purchased OBC n the casino, you will be given "promotional" chips that you cannot cash in and, unless in a suite, be charged an additional fee for doing so.
