In some of my past sailings, the PAID upgrades worked like this:

 

Go online and price out your category and ones you want to move to. Then look at the cost difference and bingo. Again, this was my experience. Others may vary.

 

In either event, call CAS and ask them.

 

You can then pay to upgrade or play the bid game.

I've twice had success with an inexpensive upgrade by booking my original comped cabin and then watching the pricing to the general public. On one of them I called when my OceanView (Cat OA) was now just $20 per person under a Balcony (Cat BD). The CAS agent put me on hold, then came back to tell me they could move me to Balcony for free. It never hurts to call and ask!

Watch the fares and pay for the upgrade to balcony when it is reasonable. That hopefully will put you in a position to play the upgrade bid game. If you get the bid invite, you will have the option to bid on Haven. Paying now to upgrade to OV will only let you potentially bid on balcony and mini suites.
