The site isn't specific but my guess would be maybe an hour after dark - just a guess. We're on the same timeframe as you and we're just planning to use it to the San Juan Gate (aka Red Gate) then we'll wander back through town on foot until we get near the port for dinner. Contacted someone on FB in the area they told us 6pm for our stop on a Monday. Said it's usually 6 or 7pm depending on day. Would think they'd run late due to ships being there later. We walked to the fort and I asked the person (park employee) we purchased our tickets to the fort from and she said trolleys are not running and will probably never run again. There were no ships here yesterday, but there were trollies. We even considered using them thanks to rail.
