They could just be targeting you...maybe they like your spending habits on the ship or maybe you have not cruised in a while, or you recently cruised an itinerary that they are not selling well. All TAs can do this but some do, most don’t. I save anywhere from 10-15% or more, depending on the cruise and cabin type.
