Travel Agent/OBC question

Wanted to get someone's opinion on this: I normally book Carnival cruises using a travel agent competing website. I found a good deal through one- he is quoting me the same price as Carnival, but with a good amount of OBC. When I called to discuss and book, he told me I wouldn't actually get OBC, but he would deduct the quoted OBC amount from the cost of the cruise.

 

Have any of you heard of this being done? What is the reasoning behind this? It just seems... odd to me.

It does seem a little odd to call it "OBC" if he/she is actually just reducing the cruise price. It could be he/she has no mechanism to actually apply OBC to your booking?? Either way, you're getting the benefit of the TA's largess. :)
