Does Azamara count previous cruises on Celebrity and RCCL towards its loyalty program?

At the bottom of the page you will see information about the reciprocal levels.

Your Celebrity Captains Club number will also be your LCV number.

Any idea how Celebrity points are valued on Azamara? Eg does 120 celebrity points count for anything? And what about RCCL points?

For RCL, points are not considered for Azamara. If you have reached a level above the minimum, there is some reciprocity. Note that there is a limit. RCL levels will not get you higher than Discoverer, even if you are a Pinnacle (top level).

The Celebrity and Azamara loyalty points are combined and count to the combined program. The levels have different names and significantly different benefits. Points on Celebrity and Azamara are earned in the same way (x points per day based on cabin category).
