I can see many references to slots which are 100% luck but are there video poker machines in the casinos where one is forced to think a bit instead of robotically spinning the wheels?

yes, there is always a set of video poker machines. Much lower payouts/odds than what you would find on land, but available.

They have quarter and up video poker machines on Celebrity ... the single play as well as some triple play ones.
