You should be able to stream anything with the Voom Surf and Stream package - not the surf alone package. It depends on the ship, however - some of the older ships don't have as good of performance on the wifi.

Does Amazon Prime care if you are streaming outside your service area? The IP address you are using when on VOOM might be detected as non-US which might affect licensing agreements.

On Allure of the Seas in 2017, I was able to stream recordings from WWE Network, Amazon Prime, and Netflix. I was also able to make phone calls to my parents using Facebook Messenger which was really cool. Thanks!

No, it doesn't matter where you are (as far as I know) - I can log on to my Prime account from anywhere.
