Amber Cove isn't a private island but is, rather, the port area in the Dominican Republic. There are shops and things there in the port area but the area isn't very large. I have never been to a Caribbean island yet that refused a simple American dollar. Probably your best bet is to just use cash or a credit card and you shouldn't have any trouble.

At private islands, Princess and Half Moon cays, you use your sail and sign while off the ship at their beach..

Of course you can. You just can't use it towards the 15 drink alcoholic beverage part of the Cheers program.
