Your question states what happens if O drops prices after payment in full date which would be within 3-4 months of the cruise date depending upon cruise length. 1. One can cancel their current reservation and rebook at a lower rate. Cancellation terms and availability issues will apply. 2. If one has a lowest price guarantee from booking aboard ship that new price can be requested. Beware however, that not all deals are the same. For example, the previous price may have came with PPG , from Oceania to your TA, to you. The new price may not include PPG so you must calculate whether the new price is actually a better deal. 3. That close to sailing Oceania rarely posts a “ published price reduction “ that would affect one’s lowest price guarantee. Read the current active thread on discounted cruise fares. Oceania will give its better TA unpublished discounted fares with which to fill the ship. Since they are unpublished one that has already PIF will probably never hear about them, and unpublished fares don’t count in the lowest price guarantee.
