In many areas, and not just 3rd world, larger cities and town do not treat waste water before it goes into the ocean.  A few miles from the city or town, the water it typically fine.

The open ocean is a different situation.

One need only remember the Brazil Olympics to see what major cities around the world dump into the ocean.  The world famous beaches at Copacabana are ringed with a stationary band of plastic and wood flotsam about a mile off the beach.  This is why pools are not allowed to be "flow through" from the sea within 12 miles of shore.  As you say, the open ocean is different than estuarian or coastal waters, since "dilution is the solution".

I never knew that...and we used to have an apt. there.  It's got to be the governments.  The sidewalks and streets are pristine.  People actually pick up their dog poop!  Thanks for sharing.  We'll be back there in December for a few days pre-cruise.
