Are you asking about check in or boarding? 

 

Check-in is when you arrive, get processed, issued ship credentials, etc. 

 

Boarding is when you actually get on the ship. 

 

Big difference

Thanks for the clarification.  I am interested in the earliest time they allow passengers to check in and board.

Let's say 10 am and 11:30 am.

 

The check-in time depends on the local port agent and local port security (running the security check point). Neither are NCL employees. But they try to open early to accommodate those flying in on morning of cruise.
