I see my Mediterranean cruise on Apex for end of May is offering refundable deposits only till February 29. Final payment due March 1st. Prices are slightly lower with 1 perk but if I add all 4 perks it jumps up by several hundred more.  Why would they offer refundable when we are five weeks from final payment?

Maybe to get additional revenue.    I changed one of mine to a NRD 3 days prior to Final Payment Date for a price reduction.

You're probably right. They seem to be having difficulty filling the ship. Maybe they are relying on Europeans to book last minute.
