If you purchase Bubbles prior to cruise you will have to pay for it when you purchase it. If you didn't prepay the gratuities then you will be able to use the OBC for that. I had to go to the guest services desk to see how it worked and they advised me to talk to the casino. So I went to the casino and they handed me $300 cash and checked my name off the list. Simple enough. That is not the same thing. From the casino was a casino cash offer and they used to give it in cash but now it is FunPlay or table play.
