The major cruise lines are not going to go after that business. It was nice that the author left those items out of his story. I don't think that masks will be much of a factor in the Casino. Nothing says "Welcome Back, we missed you" like the possibility of being kicked out or threatened with trespass if you refuse to wear a mask on their property.
