I know that the Fantastica experience provides  free breakfast through room service and free room service at other hours

but is there a charge for the menu items for the other hours?

Yes. Fantastica provides complimentary room service between 6AM and 11PM. Otherwise, there is a $3.95 fee.

Its a specific room service menu unless you are medically restricted to your cabin. There is a charge for items off the menu, though delivery is free.

There is a specific room service menu, pizza, wraps, platters etc. It's a different menu depending on region.

I did a quick search and found this one, which is specific to Seaside/US sailings.
