Is it still possible to book a gauranteed balcony and once a cabin has been assigned then request a particular balcony? If so, do you know if the request for the new balcony is limited to a particaular category?

Yes.  
 

You can move to a new cabin but it must be in the exact same category as you were assigned.

Royal has lately been waiting until very close to sail date to assign cabins so selection to move to a different cabin is very limited in most cases.
