are there any differences in balcony sizes with the 2br on 16 vs 17? i know on bliss the lower haven deck has larger balconies and they started charging for them

The area above deck 17 is just a very small private area for the Haven Guests only. You likely wouldn’t have any issues with noise. 
 

The balconies are exactly the same size on deck 16/17 on the Epic. Neither is bigger like on some other ships.

The courtyard sun deck is Haven only. You get to that area from the stairs at the haven changing rooms. It is a tiny area with several of the oval egg seatings and a few sun loungers. 

 

The rest is public. There is a wee corridor from the haven courtyard to the public area. A door separate the two areas. 

 

The public areas you can get from the stairs next to the lifts. That's deck 18
